**Bhubaneswar: ** On the opening day of the Winter Session of 15th Odisha Legislative Assembly (OLA) today, Chief Minister-cum-Leader of House Naveen Patnaik moved Obituary References on the passing away of former Members of the House and Martyrs.
Leader of Opposition Narasingha Mishra and BJP Legislature Party Leader K.V. Singhdeo also condoled the sad demise of those noble souls.
The Obituary References were moved on the passing away of Late Prasanna Kumar Pal, Ex-Government Deputy Chief Whip, Late Banshidhar Sahoo, Ex-Member, Late Champeswar Mahakud, Ex-Rifle Man, 29 Assam Rifles, Late Braja Mohan Behera, Ex-Driver, C.R.P.F. 5. Late Achyutananda Sahu, Ex-Cameraman, Doordarshan.
After Speaker Pradip Kumar Amat paid his heartfelt homage, the House observed one-minute silence as a mark of respect to the departed souls.
Soon after the Speaker began the Question Hour of the opening day, Congress Chief Whip Taraprasad Bahinipati demanded that the Question Hour should be cancelled and his party’s adjournment notice on issues of farmers must be discussed. Congress has moved Adjournment Notice on issues of farmers and it has also been accepted by the Speaker.
Following pandemonium created by the Congress, the Speaker had to adjourn the Question Hour and other proceedings till 12.14 pm.
In his media reactions later, Leader of Opposition Narasingha Mishra said, “Basing on the importance of our Adjournment Notice, we demanded that the Question Hour should be cancelled and the matter to be discussed. When the Question Hour is cancelled and the issue is discussed, it is assumed that the whole House is laying stress on it.”
“As the farmers were agitating, the State Government tried to suppress it using police force and came out successful. We condemn this and sought to discuss it in the House. But the Hon’ble Speaker didn’t allow us. Thus, we protested it,” stated the Leader of Opposition.
As per the List of Business slated for Day 1 (November 16, 2018), besides the Obituary References, Questions entered in separate lists were to be asked and answers given.
It has also been scheduled that Assent to the Bills to be laid before the Assembly which have received the assent of the Hon’ble Governor from the date of commencement of the last Session of the Assembly i.e. from 04.09.2018 as required under Rule 15-A of Rules of Procedure and Conduct of Business in the Odisha Legislative Assembly.
Also House Committee report to be presented by the Chairman-cum-Leader of Opposition Narasingha Mishra before the Assembly. The Report of the House Committee is based on Enquire into the question of alleged Breach of Privilege relating to the statement made by Abhijit lyet Mitra.
Notably, guests from Haryana Assembly were present today at the Speaker’s gallery to witness our House proceedings.
