**Bhubaneswar:** The Budget Session of the Odisha Assembly will begin from February 22 as decided unanimously in the all party meeting on Monday here.
While the first phase of the session will be held from February 22 to March 4, the second phase will be from March 14 to April 7.
The Appropriation Bill will be passed in the House by March 31.
The all-party meeting was held under the chairmanship of Speaker Niranjan Pujari.
Briefing media after the important meeting, Speaker Niranjan Pujari said, “It was decided today at the all party meeting that the session of Odisha Assembly has been changed as per the system changed by Parliament. Prior to Budget in Parliament, Vote on Account used to be preferred. It was taken to the Budget later. Now at par with the Parliament, full-fledged Budget will be laid in the House here too.”
Bikram Kesari Arukh, Minister, Parliamentary Affairs, said, “Today’s all party meeting convened by the hon’ble Speaker ended in a cordial note. This fiscal year of 2017-18 will witness a full-fledged Budget in Odisha Assembly. As you all know, the three-tier Panchayat polls are on in the State and the model code of conduct is also in force, the Budget Session of Odisha Assembly will be conducted soon after the imposition of model code of conduct is lifted.”
Finance Minister Pradip Amat said, “The Budget Session will be convened after the model code of conduct ends. This time there will be complete budget.”
On Odisha’s demands before the Centre, he informed media, “We have already placed our State’s demands starting from the Railways to other fields before the Union Finance Minister during the pre-Budget discussion. We hope the Central Government will accept our demands.”
Leader of Opposition Narasingha Mishra said, “It has been unanimously decided that it will be recommended to convene Assembly from February 22. It has also been unanimously decided that this time there will be complete budget for the State.”
BJP MLA Bibhuti Bhusan Harichandan said, “It has been decided that our Assembly will begin from February 22. Such a decision has been taken in view of the Panchayat elections here in the State. The Appropriation Bill process will end till March 31. Full-fledged budget will be brought this time.”
