Bhubaneswar: In a landmark move to harness the transformative power of technology, the Odisha Cabinet on Wednesday approved the Odisha Artificial Intelligence (AI) Policy 2025, setting the stage for a mission-driven approach to digital governance and innovation.
The policy signals the state’s intent to become a front-runner in responsible and inclusive AI deployment across sectors.
Aimed at driving data-driven decision-making, innovation, and socio-economic development, the AI Policy 2025 is a key component of Odisha’s broader digital transformation agenda. It outlines a comprehensive roadmap based on four foundational pillars: AI infrastructure, skills, energy, and regulatory frameworks.
At the heart of the policy is the establishment of a dedicated Odisha AI Mission—an apex institutional mechanism that will coordinate AI projects, support startups, and catalyze use-case development across public agencies, academic institutions, and industries.
The Mission will operate through a two-tiered governance structure comprising a high-level AI Taskforce and an AI Cell at the Odisha Computer Application Centre (OCAC).
The policy identifies high-impact AI applications in key domains such as healthcare, agriculture, education, disaster management, climate change, and governance. These include AI-powered disease screening and prediction tools, smart irrigation systems, AI-driven personalized learning in multiple languages, predictive disaster response mechanisms, and intelligent platforms for citizen engagement.
In alignment with global and national standards, the policy strongly emphasizes ethical and secure AI deployment. It proposes robust data governance mechanisms to ensure privacy, fairness, and transparency, while preventing algorithmic bias or misuse.
The framework also ensures that Odisha’s AI initiatives are in sync with the India AI Mission’s focus areas—including compute infrastructure, datasets, talent development, innovation, and governance.
By notifying this policy, the Odisha government aims to nurture a thriving AI ecosystem, foster export-ready AI solutions, and position the state as a national hub for public-sector innovation and AI startups.
Officials believe that the Odisha AI Policy 2025 will serve as a catalyst for next-generation digital governance, bridging technological advances with inclusive development goals for the people of the state.
