Bhubaneswar: The Odisha Cabinet on Saturday approved the proposal for framing the Odisha Employees’ State Insurance Scheme Nursing Service (Methods of Recruitment and Conditions of Service) Rules, 2025, paving the way for a structured regulatory framework governing nursing personnel under the ESI scheme in the State.
According to an official press note issued by the Labour & E.S.I. Department, the newly framed cadre rules aim to ensure proper regulation of recruitment, promotion, and service conditions of nursing staff appointed under the Odisha Employees’ State Insurance Scheme Nursing Service.
The rules will apply to nursing personnel serving in Employees’ State Insurance (ESI) hospitals and dispensaries across Odisha. The move is expected to bring greater clarity, uniformity, and transparency in service conditions while strengthening human resource management in the ESI healthcare system.
Officials said the framing of the rules would help standardise the service structure of nursing staff, improve administrative efficiency, and enhance the quality of healthcare delivery under the ESI framework.
The decision reflects the State government’s focus on institutional reforms in the health sector and ensuring better working conditions for frontline healthcare workers serving insured employees and beneficiaries under the ESI scheme.
