Bhubaneswar: The Odisha Cabinet on Saturday approved the recruitment and promotion rules for the newly constituted Odisha Culture Development Service (OCDS) under the Odia Language, Literature and Culture Department, marking a significant step towards strengthening the state’s cultural administration.
The new service cadre was constituted following an earlier decision of the Odisha Cabinet and was formally notified on February 19, 2024, vide Notification No. 1323, by restructuring the existing District Culture Officer cadre and providing them with defined promotional avenues.
The cadre rules have received due approvals from the General Administration & Public Grievance Department, Finance Department, and Law Department, and were subsequently vetted and approved by the Odisha Public Service Commission (OPSC). The proposal also received the approval of Chief Minister.
Officials said the creation of the Odisha Culture Development Service comes at a crucial time, as the state intensifies its efforts to promote Odia language, literature, art, and cultural heritage through a range of developmental and promotional initiatives.
Under the new framework, Culture Development Officers will play a pivotal role in implementing cultural programmes at the grassroots level, while also addressing emerging challenges related to the preservation, documentation, and promotion of Odisha’s rich cultural legacy.
The approval of recruitment and promotion rules is expected to bring greater clarity in service conditions, improve administrative efficiency, and strengthen institutional support for cultural development across the state.
