Odisha Cabinet Approves Rs. 2459.51 Cr For Free Diagnostic & Dialysis Services

Bhubaneswar: The Odisha Cabinet today approved the continuation of the “Free Diagnostic and Dialysis Services – NIDAAN” (2nd Phase) scheme, allocating ₹2459.51 crore over five years to enhance free diagnostic and dialysis services at public health facilities across the state.

The initiative aims to reduce out-of-pocket healthcare expenses and ensure accessible, high-quality diagnostic services for all patients.

Under the scheme, a defined number of pathological tests will be provided free of cost at various healthcare facilities: 16 tests at Sub Centres (SCs), 65 at Primary Health Centres (PHCs/UPHCs), 103 at Community Health Centres (CHCs/UCHCs), 121 at Sub-Divisional Hospitals (SDHs), 146 at District Headquarter Hospitals (DHHs), and 221 at Medical College & Hospitals (MCHs).

These tests will support the diagnosis and management of various diseases and health conditions.

The services will be delivered by strengthening in-house laboratories and outsourcing select high-end tests to competent private agencies.

Additionally, the scheme will introduce free MRI and CT scan services at selected DHHs and MCHs through a Public-Private Partnership (PPP) model.

To further alleviate financial burdens, all user charges, except for patients in cabins, have been waived, significantly reducing out-of-pocket spending for healthcare.

The NIDAAN scheme reflects the state government’s commitment to improving healthcare accessibility and affordability, ensuring that essential diagnostic and dialysis services reach every corner of Odisha.

This approval marks a significant step toward strengthening the state’s public health infrastructure and supporting the well-being of its citizens.
