Bhubaneswar: The Odisha Cabinet approved 12 key proposals in its first meeting in 2023 held at the Lok Seva Bhawan here on Saturday. The approved proposals include a hike of the grant-in-aid to eligible employees of aided non-government colleges in the state.
According to a press statement issued by the state government after the Cabinet meeting, the hike in grant-in-aid will be effective from January 2022. Around 15,711 teachers and employees of aided government colleges, including the erstwhile junior colleges, will benefit from the decision, while it will result in an additional expenditure of Rs 290 crore for the government annually.
Considering the grievances of employees over the Odisha Revised Scale of Pay Rules, 2017 vide Odisha (Aided Colleges, Aided Junior Colleges and Aided Higher Secondary Schools) Grant-in-Aid (Amendment) Order, 2022, the state government today decided to extend the Grant-in-Aid on the basis of ORSP Rules, 2017 (7th pay).

The Cabinet decided to amend the Odisha Employment Service Class II (Recruitment and Conditions of Service) Rules, 1990
The Cabinet also proposed to amend Orissa Superior Judicial Service and Orissa Judicial Service Rules, 2007.
The Cabinet approved the tender for mega piped water supply projects to provide safe drinking water in Jajpur District from JJM funding.
The Cabinet decided to frame the Odisha Data Entry Operators (Commercial Tax and Goods and Services Tax Organization) Service Conditions Rules, 2023 and also the Odisha Food Testing Laboratory Cadre (Methods of Recruitment and Conditions of Service) Amendment Rules, 2022, with a view to regulate the method of recruitment of service of the person appointed to the different posts of the State Food Testing Laboratory, Bhubaneswar.
The Odisha Cabinet approved a proposal to allot of 2.00 acres land in favour of Bagchi-Sri Shankara Cancer Care Centre and Research Institute (BSSCCRI) for the construction of a rest house to accommodate cancer patients.
The Cabinet also decided to amend five cadre rules of different cadres of the Mineral Administration Wing, Geological Survey and Exploration Wing and Chemical Analysis Wing under the newly created Directorate of Mines and Geology approved.
Last, but not least important, the Cabinet approved the amendment of the Odisha State Commission for Backward Classes (OSCBC) Act, 1993 by inserting enabling special provisions for the inclusion of such Backward Classes in the State list of SEBCs.
