Bhubaneswar: The State Cabinet today approved a proposal to repeal the “Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993.
The Parliament had enacted the Employment of Manual Scavengers & Construction of Dry Latrines (Prohibition) Act, 1993 under Article 252 to eliminate the construction or continuance of insanitary latrines and prohibit manual scavenging.
The State Legislature had adopted the Central Act by virtue of a Resolution published in the Odisha Gazette. With the enactment of ‘the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act in 2013’, the Act of 1993 has become redundant and therefore need to be repealed, an official release stated.
The Central has requested the State to place the matter before the State Legislature for adoption of a Resolution to repeal the Act of 1993 as per the procedure prescribed under Art 252. Therefore, the Cabinet has given in-principle approval for repeal of “the Employment of Manual Scavengers & Construction of Dry Latrines (Prohibition) Act, 1993 “.
