Bhubaneswar: Embarking on a new era of e-Governance in Odisha, Chief Minister Naveen Patnaik on Thursday inaugurated the Online Incentive Management System developed by Odisha Computer Application Centre (OCAC).
This online incentive management system portal facilitates the submission of applications by entrepreneurs to get their incentives sanctioned under Odisha’s IT, Electronics, Data Centre, BPO, and Semiconductor Manufacturing and Fabless Policies.
Online Incentive Management System will provide multiple advantages over physical application submission, such as easy submission of applications and uploading of documents, single window portal facility, error-checks for applications, and message alerts. It also relies on a series of security procedures to prevent any unauthorised access.
With the help of this online portal, a company can submit its application any day during the week, 24 hours a day. The online portal facilitates real-time tracking of application status and notifies the applicants by email/ SMS on submission of application as well as in various levels of processing.
Expressing happiness over this online system, the CM said that this is perhaps the first time any state has created a platform for incentive management for IT/electronics industries in a faceless manner through an online platform.
He added, “This system will make it easier for companies to avail incentives under various policies of the Electronics and IT Department. These initiatives are not just about technology; they are about making governance more accessible, transparent, and user-friendly for everyone.”
The Electronics & Information Technology Department, in collaboration with NASSCOM and other industry bodies, intends to conduct hands-on training programmes for IT/ITeS/Electronics establishments on the usage of this online portal.
The Chief Minister also inaugurated the New District Websites which have been developed under the robust – ‘Standardised Website Framework’ (SWF), which is in line with the Chief Minister’s transformational 5T initiative. Currently, all 30 district portals have been developed within this framework, aiming to present a unified face of Odisha and deliver an integrated web experience for citizens across all government websites.
On this launch, the Chief Minister said that his government’s initiative to launch new websites for all the 30 districts underpinned by the Standard Website Framework is another step in Odisha’s technological transformation. He added that the new websites are extremely user-friendly for all demographic segments of society. These initiatives are going to strengthen our resolve on more transparency and efficiency and will act as true models of 5T governance which has set a new benchmark in the nation.”
Speaking on the occasion, 5T and Nabin Odisha Chairman Kartik Pandian said that the 5T initiative has a remarkable impact bringing transformation in all sectors of the state. Praising the role of Collectors and District Administrations during the pandemic, he said that the principles of 5T have successfully helped us to come out of this time of uncertainty.
He continued, “We have rolled an array of successful projects with the application of the 5T initiative. Citing examples, he said that starting from High School Transformation, Mo College, Mo Bus, Laxmi, Ama Hospital, Ama Bank, Temple and other religious places transformation, sports infrastructure, direct benefit transfer, and so many programmes have been successful because of application of technology and teamwork. This has taken the state to a new era of governance that has fast-paced development remarkably.”
Echoing similar views, Tusharkanti Behera, Minister, Electronics and IT, said, “Our e-governance initiatives reflect our intention to serve our people and provide them with transparent and citizen-centric governance. The development of the new district websites is a strategic move towards a unified and innovative digital presence. Further, the Online Incentive Management System underscores the intention of the Govt. of Odisha to create a business-friendly environment which will attract investment and foster growth”.
Speaking on the occasion, Principal Secretary, E&IT Department & Managing Director, OCAC, Manoj Kumar Mishra said: “The SWF offers a secure and scalable platform with low maintenance costs. By utilising this single platform, all district portals can adhere to standardised practices, ensuring compliance with guidelines for Indian Government Websites (GIGW) as well as State IT Guidelines. Further, the Online Incentive Management System exemplifies the State Government’s commitment to making services more accessible and administrative processes more efficient.”
“The SWF functions as a dynamic Content Management System (CMS), empowering authorised users to independently manage their content. Information published on existing websites is bilingual, available both in English and Odia,” Mishra added.
The district portal has been deployed in the State Data Centre, and its home page can be accessed at https://district.odisha.gov.in/. Links to all the districts have been provided through the portal.
Managing Director OCAC Manas Ranjan Panda, CEO OCAC Manoj Pattnaik, General Manager OCAC Madhumita Rath, and other senior officials from the Electronics & IT Department and OCAC were present on the occasion. The Collector & District Magistrates of all districts of Odisha also joined the above programme through the OSWAN Video Conferencing platform.
