**Cuttack: ** One Day Training Programme on the use of e-challan system for compounding of offences under MV Act 1988 was organized at the Crime Branch (CB) headquarters conference hall organized by CID, Crime Branch and State Transport Authority (STA).
While Additional DG of Odisha CID, CB Santosh Kumar Upadhaya inaugurated the training programme, Odisha Transport Commissioner Sanjeeb Panda also addressed the trainees.
National Informatics Centre (NIC) Director and representative of HDFC Bank attended and sensitized about enforcement activities on road safety and e-challan system by using the hands-on.
62 police officers in the rank of inspector and sub-inspector (SI) participated in the training programme.
Briefing media, CID, CB ADG Santosh Kumar Upadhaya said, “50 e-challan machines will be used by Odisha Police. Hence, we are organizing this workshop. Police officers from all the 30 districts, who are dealing with traffic related offences, have participated in it. They were imparted hands-on exercise training so that they could operate the –e-challan machine.”
He informed, “In the first phase, HDFC Bank will provide today 50 e-challan machines to all the 30 districts. Also they will provide the subsequent logistics support.”
He also informed, “Police officers, above ASI rank, have been given compounding powers in 2018 under Sections 177, 178 and 183 sub-sections 1 and 2. They can slap challans under the power. Besides, they can also submit prosecution report with the judicial court on other offences, like drunken driving, etc by using this e-challan machine.”
“This will maintain transparency and unwarranted allegations can be reduced by this e-challan system,” remarked the Odisha CID, CB ADG.
Odisha Transport Commissioner Sanjeeb Panda said, “We had received proposal from Crime Branch for implementing e-challan in all the 32 police districts of our State. In the first phase we are providing 50 e-challan devices to State Police. Hence, today’s training is being imparted to the police officers. In future the number of e-challan devices will be increased.”
He also informed, “Analysis reveals that maximum road accidents are on the national highway (NH) and state highway (SH). In the first phase we have selected 5 patches for highway patrolling by the police. For this purpose, Rs 10 crore has been sanctioned to the State Police Department. The five stretches are Jaleswar-Girishola, Manguli-Sambalpur, Sambalpur-Rourkela, Bhubaneswar-Puri and Sambalpur-Sohela.”
