Bhubaneswar: Odisha Chief Minister Naveen Patnaik today launched an online property tax module and Municipal Premier League (MPL) at the State Convention Centre at the Lokseva Bhawan here.
Both the online property tax module and MPL have been launched by the Housing and Urban Development Department with a vision to keep citizens at the heart of the digital transformation of urban services and in accordance with the 5T initiatives for transforming urban governance from legacy systems to a digitized system.
Online property tax module has been launched with the key objective of effective citizen delivery, augmentation of efficiency and transparency in the system.
Online payment of Property (Holding) Tax across 114 ULBs is a key initiative in this regard in which a citizen can pay the taxes online using the web at his/her convenience (using www.ulbodisha.gov.in for 113 ULBs and https://citizenservices.bhubaneswar.me for Bhubaneswar). The Payee will also receive acknowledgement through mail/message for his/her Payment.
“Earlier for paying holding tax citizens had to visit some office or the other, today with the launching of the online property tax module by the Chief Minister around 70 lakh people of 114 urban local bodies (ULBs) need not visit any office to pay holding tax. They can now pay their holding tax online using the web through computers and smartphones or at service centres,” informed Pratap Jena, Minister Housing & Urban Development briefing newsmen soon after the launching.
The MPL is first of its kind competition for the tax officials in the country. The objective of the League is to increase the tax revenues of ULBs and to make them self sustainable.
All tax officials as selected by the respective Municipal Commissioners and Executive Officers will participate in the MPL.
Awards will be given to top five tax officials in the following categories: Current Collection Efficiency, Arrear Collections, New Assessments, Re-Assessments, Digital Collections, Top 3 Tax officials or top 10% Tax officials in each city to also be awarded, Best Performing ULB.
“Municipal Premier League has been arranged for maximum augmentation of tax collection. The more revenue we can collect, the resource generated can be used later for the development of the respective ULB. In the first phase, nine ULBs have been included. Out of these five are municipal corporations like Cuttack, Bhubaneswar, Berhampur, Rourkela and Sambalpur and four are municipalities like Puri, Balasore, Bhadrak and Baripada. It will be a competition among the tax collectors for maximum achievement. Achievers will be rewarded by our department,” Jena explained.
