Odisha CM Tables Rs 17,440 Cr Suppl Budget; Focus On Farmers, Health And Women

Bhubaneswar: The Odisha government on Friday tabled a Supplementary Budget proposal of ₹17,440 crore for the financial year 2025-26, with a sharp focus on farmers’ welfare, women and child development, healthcare, and key infrastructure sectors. Chief Minister Mohan Charan Majhi laid the Supplementary Statement of Expenditure in the Legislative Assembly. Majhi, who is also in charge of the finance department, said the supplementary budget was placed in the House, keeping in view the needs and expectations of the people.

According to the Finance Department, the supplementary outlay aims to meet the “needs and expectations of a welfare state” by supporting critical projects, accommodating changes in central funding patterns, and recouping advances from the Odisha Contingency Fund.

Breakdown of Allocations

  1. Administrative Expenditure – ₹3,389 crore

The government allocated significant resources for maintenance, governance, and institutional strengthening. Major provisions include:

  • ₹1,406 crore for debt servicing
  • ₹306 crore for maintenance of government buildings
  • ₹250 crore for roads and bridges maintenance
  • ₹116 crore for O&M of rural piped water supply
  • ₹42 crore for Zilla Parishad elections
  • Grants to educational institutions, including ₹5 crore for Utkal University and ₹14 crore for Ravenshaw University
  1. Programme Expenditure – ₹13,716 crore

A majority of the supplementary outlay caters to programme expenditure across priority sectors.

Key Sectoral Highlights

Farmers’ Welfare & Food Security

The sector received one of the largest allocations:

  • ₹3,000 crore for paddy procurement revolving fund
  • ₹1,325 crore for PDS subsidy
  • ₹850 crore under Samrudha Krushak Yojana for MSP and input support
  • Agriculture and allied schemes including dairy, fisheries, poultry, groundwater utilisation, and cooperative strengthening

Healthcare

  • ₹994 crore for the National Health Mission
  • ₹50 crore to upgrade SCB Medical College for new PG courses
  • ₹40 crore for tertiary care under Gopabandhu Jana Arogya Yojana
  • Allocations for TB control and other public health interventions

Women, Children & Livelihood

  • ₹295 crore for the SUBHADRA Yojana
  • ₹405 crore for Mission Shakti programme
  • ₹426 crore under NRLM
  • Funds for Anganwadi centres, conditional maternity benefits (MAMATA), working women’s hostels, and child protection

Education, Skill & Youth Development

  • ₹392 crore for PM-POSHAN
  • ₹320 crore for Odisha Adarsha Vidyalayas
  • Grants for non-government schools and colleges
  • Allocations for skills, higher education reforms, and sports

ST & SC Development

Scholarships, hostels, and tribal welfare programmes received notable provisions, including ₹216 crore for Medhabi Chatra Protsahan Yojana and funds for PM-AJAY.

Environment, Forests & Climate Action

  • ₹242 crore for compensatory afforestation
  • ₹80 crore each for Nandankanan Zoo and Eco-Tourism development
  • Funding for wildlife protection, elephant corridors, green mission projects, and the Green Climate Fund

Infrastructure, Rural & Urban Development

  • ₹120 crore under Setu Bandhan Yojana
  • ₹100 crore for urban infrastructure under Mukhyamantri Sahari Vikas Yojana
  • Allocations for stormwater drainage, solid waste management, WATCO’s SUJALA urban water supply, and rural infrastructure

Industries, IT & Connectivity

  • ₹276 crore under SIDBI Cluster Development Fund
  • Funds for BharatNet, OSWAN connectivity, and a new submarine cable landing station at Puri

Culture & Tourism

  • ₹100 crore for Baraputra Aitihya Grama Yojana
  • ₹90 crore for Kalamandal
  • Grants for cultural institutions, museums, and tourism infrastructure

Fiscal Responsibility and Budget Management (FRBM) Compliance

The government stated that the Supplementary Budget is fully FRBM compliant, supported by adjustments, savings, and additional revenue. Odisha projects to:

  • Maintain a revenue surplus
  • Keep fiscal deficit around 3% of GSDP
  • Sustain debt-GSDP ratio within the mandated 25% limit

As of October 2025, Odisha recorded a 1.3% revenue surplus, 11.9% debt-to-GSDP ratio, and interest payments constituting 2.2% of revenue receipts.

The capital outlay for 2025-26 is expected to exceed 6% of GSDP, which the government said would boost economic growth and accelerate welfare delivery.
