Odisha DGP Reviews Preparedness For Phase-II Polls

Cuttack: As people of five Lok Sabha segments and 35 Assembly constituencies under them are going to exercise their franchise in the second phase of polling in Odisha to be held on April 18, a poll preparedness meeting was held at the State Police Headquarters in Cuttack today, where DGP BK Sharma interacted with all Range IGs, DIGs and SPs of eleven districts through video conferencing. 

Sharma specifically interacted with the SPs of Nayagarh, Rourkela, Sundargarh, Jharsuguda, Bolangir, Bargarh, Sonepur, Berhampur, Boudh, Ganjam and Kandhamal as the districts are going to face the poll on April 18. He emphasized on the free, fair, transparent, impartial and incident free election in the districts, enforcement of model code of conduct, strict adherence to the guidelines for Police arrangement and security arrangements including visit of VIPs and VVIPs. He asked the SPs of the districts to make adequate preparations for the purpose and leave no stone unturned for an incident free election. 

As earlier targets had been fixed for the SPs on bounding down of persons under section 110 of CrPC, seizure of illegal arms, seizure of illicit liquor and execution of non-bailable warrants (NBWs), Sharma reviewed the result of the enforcement drive taken up by different districts. 

In the meeting, Sharma asked the SPs to use the Central Armed Police Forces (CAPFs) in a proper manner and prepare a complete security plan for the districts. CAPFs need to be used in the area domination work, mobile patrolling and static deployment in the sensitive booths. He also asked the SPs to submit their additional requirement of man power for Anti-Naxal operations to ADGP (Law and Order) and ADGP (Operations) forthwith. 

Besides, the SPs of these eleven districts were directed to operate integrated Control Rooms in their respective district headquarters involving officers of CAPF, Revenue Administration, District Police, etc. SPs have been instructed to be personally present in the Control Room during polling. 

Major issues on which discussion was held in the meeting are, election preparedness for Law and Order; requirement of manpower; transport and communication issue; preparedness for Anti-Naxal Operation; collection of intelligence; plan of Naxal operation; adherence to the model code of conduct; security of VIP/VVIPs visiting for campaigning purpose; political situation and rivalry; strict and prompt action to be taken on election related cases; mapping of critical and vulnerable booths and their solution; taking care of less connectivity and shadow booths; finance and logistics; ECI guidelines to be followed for engaging man power in the Static Surveillance Team and Mobile Party; flag march to be taken up in the sensitive and critical areas; VHF/Satellite phones to be kept in readiness for shadow and inaccessible booths; GPS device to be used as and when necessary; area domination and road sanitization programme to be taken up in the LWE affected areas. 

Director (Intelligence) Sunil Roy, ADG (Operations) RP Koche, ADG (Law & Order) Sanjeeb Panda, ADG (Modernisation) Vinaytosh Mishra, IGP (CR) SK Priyadarshi and other senior police officers were present in the meeting.
