Odisha Govt Constitutes State Transgender Welfare Board

State Transgender Welfare Board

Bhubaneswar: The Odisha government has formally established the State Transgender Welfare Board to ensure the welfare, protection, and rehabilitation of transgender individuals across the state.

The decision was announced through a formal notification issued by the Department of Social Security & Empowerment of Persons with Disabilities (SSEPD).

“In pursuance of the provision made under Rules 10 (1) Transgender Persons (Protection of Rights) Rules, 2020, and in order to make a comprehensive guideline for Rehabilitation and Welfare of Transgender Persons in the State and to protect their best interest as per the Transgender Persons (Protection of Rights) Act, 2019, the State Government of Odisha hereby constitutes the State Transgender Welfare Board, Odisha,” the official notification read.

The 15-member board will be led by Nityananda Gond, Minister of SSEPD, who will serve as Chairperson. The Vice-Chairman role will be held by the SSEPD Secretary, while the Director of the Department will act as Member Secretary. In addition, the board will include representatives from various government departments, two transgender community members, three district collectors (on a rotational basis), and two prominent NGOs working for transgender welfare.

“The members shall be nominated by the Government from time to time through notifications,” the announcement further added.

The primary mandate of the board is to design and implement welfare programs focused on key issues such as education, employment, housing, and healthcare for transgender individuals. The board will ensure the protection of their constitutional and human rights while promoting their social and economic upliftment.

To remain responsive to the needs of the transgender community, the board will regularly conduct surveys, research, and evaluations to assess the community’s evolving needs. Furthermore, the board will advocate for the allocation of sufficient funds to ensure the successful implementation of welfare initiatives.

The State Transgender Welfare Board will meet quarterly to review progress, issue guidelines, and discuss new initiatives. Its role will be crucial in linking state and central government efforts to ensure the transgender community benefits from state-sponsored welfare schemes and services.

Through these efforts, the board aims to foster greater equality and equity for transgender persons and provide them with the necessary support to access essential services and benefits.

The formation of the board marks a significant step forward in ensuring that transgender individuals in Odisha receive the support they need to lead dignified and productive lives, in alignment with their rights under the law. The board’s creation underscores the state’s commitment to inclusion, social justice, and the empowerment of marginalized communities.
