Bhubaneswar: In a move aimed at strengthening grassroots governance, the Odisha government has formally created the post of ‘Gram Panchayat Peon,’ ending the long-standing practice of engaging workers on a daily-wage basis. The order was issued by the Panchayati Raj Department under delegated powers and signed by the Director, Panchayati Raj, “By order of the Governor.”
The notification highlights the critical role of Gram Panchayats in rural administration and notes that Gram Panchayat Peons are essential for the smooth functioning of these local bodies.
To streamline the position, the government has abolished Section 123 of the Odisha Gram Panchayat Act, 1964, and Rule 125 of the Odisha Gram Panchayat Rules, 2014, which previously governed the role.
Until now, Gram Panchayat Peons were engaged on a daily-wage basis, with no formal employment benefits or job security. With the creation of this new post, the workers will be regularised and entitled to a monthly salary of Rs 13,160, subject to revision based on the nature of duties.
The Panchayati Raj Department has also stated that detailed guidelines regarding service conditions, eligibility, and responsibilities of the newly regularised post will be issued shortly.
