Bhubaneswar: The Mohan Majhi-led BJP government in Odisha has decided to do away with the ‘5T Charter’ and ‘Mo Sarkar’ components in the Performance Appraisal Reports (PAR) and Confidence Character Rolls (CCR) of state government employees.
The General Administration & Public Grievance Department has issued a circular to all Additional Chief Secretaries/Principal Secretaries/Commissioner cum Secretaries/ all Heads of Departments/ all Revenue Divisional Commissioners/ all Collectors in this connection on Wednesday.
“….the State government has felt that since in the present context there is no need for ‘5T Charter and ‘Mo Sarkar’ evaluation components in the PAR/CCR formats of all categories (Group A, B, & C) of employees, the government has decided to withdraw those and reintroduce the format used in PAR/CCR before 2019-20 from 2024-25,” reads the circular issued by General Administration & Public Grievance (Special Establishment) Department on Wednesday.
It is pertinent to mention here that the previous Naveen Patnaik-led BJD government in the State had introduced 5T and Mo Sarkar components in the PAR/CCR of Group A, B, and C employees.
All departments were then asked to award 20 per cent weightage to an employee’s performance for implementing the 5T charter in his/her PAR/CCR.
