Odisha Guv Urges Officers To Master Welfare Schemes For Better Outreach

Bhubaneswar: Odisha Governor Hari Babu Kambhampati on Wednesday emphasized the need for officers to acquire in-depth knowledge of all government development and welfare schemes to effectively support the poor and marginalized communities.

Kambhampati was speaking at a training program for Additional District Welfare Officers and Assistant Labour Officers, organized by the Gopabandhu Academy of Administration at New Abhishek Hall, Raj Bhavan.

Addressing 90 officers in training, the Governor underlined the importance of going beyond the boundaries of their individual departments to gain a comprehensive understanding of both central and state schemes. This, he noted, would empower them to communicate effectively with citizens, ensuring maximum outreach and benefit.

The Governor specifically cited flagship schemes such as the Pradhan Mantri Mudra Yojana, Pradhan Mantri Jan Dhan Yojana, Pradhan Mantri Awas Yojana, and the Subhadra Yojana, noting their impact on women, workers, Scheduled Tribes, Scheduled Castes, and other underprivileged groups. He urged officers to act as enablers, making sure that the benefits of these initiatives reach the intended beneficiaries.

He also directed the Gopabandhu Academy to compile all welfare schemes into a single reference booklet, which could be distributed among trainees for better awareness and implementation.

Addressing the Additional District Welfare Officers, the Governor highlighted their crucial role in advancing the interests of Scheduled Tribes, Scheduled Castes, backward classes, and minorities. He called for increased efforts in facilitating scholarships, legal aid, compensation, inter-caste marriage incentives, and insurance for vulnerable tribal groups.

Speaking to Assistant Labour Officers, the Governor described them as “guardians of workers’ rights” and encouraged them to enforce labor laws rigorously, ensure fair wages, promote workplace safety, and protect workers—especially those in the unorganized sector.

The event witnessed participation from 63 Assistant Labour Officers and 27 Additional District Welfare Officers. The Governor personally interacted with each officer, reflecting his commitment to engaging directly with the administrative machinery.

The Governor’s Principal Secretary, NTS Rajput, and the Additional Director of the Gopabandhu Academy of Administration, Shiv Narayan Sahu, were present. Sahu delivered the introductory address, setting the tone for the interactive and impactful session.
