Bhubaneswar: The Odisha Health and Family Welfare Department issued a notification on Monday laying down the procedures for implementing the 5T initiative of ‘Ama Hospital’ and its timely completion.
As per the notification, Collectors have been authorised to accord full administrative approval with respect to all expenditures under the ‘Ama Hospital’ scheme. The latest notification modifies the content in the third paragraph of an earlier notification (4074/H, dated 21.02.2023).
Now, the District Level Committee (DLC) has been authorised to take decisions at their level for the allocation of ‘Ama Hospital’ works to PWD or for departmental execution or through any other selected agency, maintaining transparent procedure, if required in the interest of timely completion of the work.
The role and responsibilities of the District Level Committee have also been specified in the new notification. They include:
- Finalisation and approval of institution-wise work.
- Finalising the execution modalities of works
- Review the progress of the works on a monthly basis.
- Field visit for spot verification of the quality of work.
- To ensure documentation of the transformation of the health facility (pre / post-implementation) through photographs, video etc.
- Submission of Utilisation Certificate (UC) to the department through DHS(O).
- Ensure all the essential services in the facility are within the stipulated timeline.
- Any other work assigned from time to time by the Department/ Directorates.
