Bhubaneswar: Chief Minister Naveen Patnaik today reviewed the 5T charter regarding e-muster Roll and bank payment of wages in all works of line departments. Under this initiative muster rolls will be maintained in electronic format (e-muster roll) which would prevent manipulation and ensure transparency, a press noted released by the Chief Minister’s Office stated.
Along with this, wages will be directly transferred to the bank accounts of labourers in all the works that are being executed by line departments. This will also ensure stricter monitoring of minimum wages and timely deposit of ESI and EPF dues, the press note further read.
In the first phase that would be launched from October 2, 2020, this initiative will be implemented in projects worth more than Rs 10 crore in the departments of Works, Water Resources, Panchayati Raj and Drinking water, Rural development and Housing and Urban development.
Naveen directed all Departments of the State Government to have the system in place by January 1, 2021, for Universal implementation of e-muster roll. Reviewing the progress of implementation of this project today through video conference, the Chief Minister said it is a critical step towards transparency and accountability in executing works.
The CM also emphasised on use of robust technology in implementing this initiative along with enabling legal frame work, State level training and capacity building program of staff and Human Resource capacity building, Extensive IEC for all categories of workers, and Sensitisation of other stakeholders like Banks and concerned agencies.
The Works Department will be the nodal department in this initiative under the 5T charter of Chief Minister. Chief Secretary, Development Commissioner and Secretaries of different Departments and Secretary to CM 5T were present at the meeting.
