Odisha Plans Holistic, Advanced Mental Trauma Care In State

Bhubaneswar: Acting on a directive of the Supreme Court, the Odisha Health and Family Welfare department has decided to identify one Trauma Care Facility (TCF) in each district of the state and 33 TCFs have already been notified (Notification No. 26301/H DI. 6.10.2018) about the decision. The department has also analysed all the stretches of National Highways in the state and 55 more health facilities (SDHs and CHCs) have been identified to function as Level III trauma care facilities.

Aiming to reduce the case fatality rate, 18 private hospitals with Level I Trauma Care Facility have been empanelled to provide cashless treatment in the first 48 hours of trauma. In addition, one agency – Ziqitza Health Care Pvt. Limited – has been selected for integration of public and private ambulances under one common emergency number i.e.108. These ambulances have been positioned in 84 of the 89 blind spots out identified by NHAI and steps are being taken for inter-linkage between TCFs.

The department has conducted a gap analysis of 30 TCFs with regard to HR, EIF and infrastructure.

So far, the Finance department has approved two EFCs; “New Casualty and Trauma Care” and “Free Treatment for Trauma Fund” and 36 TCFs have already been registered in the IRAD portal, while 318 accident victims’ data have been uploaded.

The department has decided to move the Medical Superintendents of SCB MCH Cuttack, MKCG MCH Berhampur, VIMSAR Burla, Joint Commissioner STA and Addl. DMET-cum-State Nodal Officer, Trauma Care and Burn, to Tamil Nadu to have exposure for Golden Hour Management on trauma in Tamil Nadu and suggest measures to implement emergency medical care in Odisha for prevention of trauma as well as reduction of CFR.

The expenditure for the above purpose incurred shall be met from funds provided in EFC for the New Casualty and Trauma Care scheme under the unit of Golden Hour Management Cost.
