Bhubaneswar: Odisha Government has streamlined the procedures for opening new Nursing, Paramedical or Allied Medical Science institutions and obtaining No Objection Certificate (NOC) in this regard.
The government has modified the guidelines for issue of NOC to different institutions for opening of new courses or renewal of NOC or enhancement of intake capacity or change of address in Nursing, Paramedical or Allied Medical Science courses.
In order to have a common guideline and to have a rational fee structure, Government have formulated guidelines to be followed while issuing NOC for different courses of Nursing, D Pharm, B Pharm, M Pharm, DMLT, DMRT, Physiotherapy, Occupational Therapy, and different Allied Medical Science Courses in the state.
Considering the different grievances, one high-level committee under the Chairmanship of the Principal Secretary of the Skill Development & Technical Education Department was constituted to examine the issues and make appropriate recommendations.
Government after careful examination of the recommendations of the above-mentioned committee has made the following modifications to the existing guidelines.
i.) The GIS and Gap analysis system for determining the requirement of number of institutions in a district shall be discontinued. No application prior to issue of this notification shall be entertained for revalidation.
ii.) Private entrepreneurs shall be encouraged for establishing high quality and sustainable healthcare educational institutions for imparting qualitative high-skilled education in Nursing, Pharmacy & Allied Medical Science courses and generate high skilled healthcare personnel in the state.
iii.) Government shall take steps to set up Government institutions as per demand for unserved areas, if required.
iv.) The inspection by the district administration i.e. Collector & DM, ADM, BDO, Deputy Collector, Tahasildar etc. shall be discontinued. The Inspection shall now be conducted by a team of Inspectors who are experts in the Medical or Paramedical or Nursing or Allied Science subjects related to the course applied. The team for inspection shall be prepared by the Chairman of the concerned councils under intimation to Health & Family Welfare Department.
v.) All the institutions who are unable to provide quality education and do not fulfill the minimum standard requirements recommended by the concerned Councils shall be discouraged and NOC if issued shall be revoked after following due procedure.
This step shall encourage in establishing a greater number of high quality professional institutions in the state providing skilled healthcare workers in different streams.
