Bhubaneswar: ‘Mukhya Mantri Karma Tatpara Abhiyan’ (MUKTA) – the flagship programme of the Government of Odisha with its community-driven, participatory, and bottom-up approach has emerged as a highly impactful urban livelihood intervention. The scheme is the first of its kind in India and focuses on ensuring livelihood opportunities for the vulnerable urban workforce and migrant labourers residing in 115 urban areas of the state.
The state government has designed and developed MUKTASoft, a web-based application, for streamlining the implementation of projects and facilitating quick payment to the stakeholders. Version 1 of the MUKTASoft application has been pilot-tested at Dhenkanal and Jatani Municipalities to understand the effectiveness of the application. Based on the success at the piloting stage, the government has decided to roll out the MUKTASoft in 25 more ULBs that cover five municipal corporations, 14 major municipality towns and six NACs of the state.
As part of the rollout process, the orientation of the Master Trainers, comprising members of the state MUKTA PMU and selected officials of these 25 ULBs, have been started on various functionalities of the MUKTASoft version-1. These Master Trainers would be instrumental in imparting subsequent training to the ULB officials and CBOs involved in MUKTA for the smooth implementation of MUKTASoft.
G Mathivathanan, Principal Secretary, the Housing and Urban Development (H&UD) Department, addressed the Master Trainers for the rollout of the application in the selected 25 ULBs of the state. While giving an overview of the MUKTA scheme with a focus on the genesis and its usefulness in the urban context, Mathivathanan said, “Odisha is the first state in the country to design a wage employment scheme in line with the MGNREGS. The scheme has undergone many changes based on the feedback received from the ground. The prime objective of the design and development of MUKTASoft has been to automate various processes adopted for the implementation of MUKTA.”
The Principal Secretary said the web-based application would be instrumental in streamlining the implementation and facilitating quick payment to the stakeholders. He thanked e-GOV for making an effort to design the soft. “All of you who have been selected for the training are the key persons as well as resource persons who would train others in the process for effective implementation of MUKTASoft 1.0,” Mathivathanan said.
As many as 300 resource persons from 25 ULBs have been selected for this training in five batches, informed Sarada Prasad Panda, Director, State Urban Development Agency (SUDA). The training programme started on Monday (09.10.23) and will continue till October 13.
