Odisha Unveils Draft EV Policy 2025, Targets 50% Adoption By 2030

Bhubaneswar: The Odisha government on Tuesday unveiled the draft Odisha Electric Vehicle (EV) Policy, 2025, aiming to make the state a leader in sustainable mobility while addressing the gaps of its 2021 policy. The new framework sets an ambitious target of achieving 50% EV adoption in all vehicle registrations by 2030, in line with India’s commitment to achieve net zero emissions by 2070.

The policy, valid till December 31, 2030, emphasizes large-scale EV adoption, expansion of charging infrastructure, retrofitting of existing vehicles, and the creation of a recycling ecosystem for used batteries. It also proposes to incentivize private players to set up charging stations, promote EV manufacturing, and encourage skill development in the sector.

Key highlights of the policy include:

  • Incentives up to ₹20 lakh for electric buses and ₹18 lakh for heavy-duty trucks.
  • Tax and fee waivers on EVs, including road tax and registration fees.
  • Retrofitting incentives of up to 30% of conversion costs for two- and three-wheelers.
  • Mandating government departments to replace vehicles like garbage collection vans, ambulances, PCR vans, and school buses with EVs within 6–12 months of notification.
  • Establishment of public charging stations at fuel pumps, OSRTC bus depots, and highways, backed by viability gap funding.
  • Support for battery swapping stations, with the first 100 eligible for a 25% capital subsidy.
  • Setting up Centres of Excellence for EV R&D in cities like Bhubaneswar, Rourkela, Berhampur, and Sambalpur.
  • Creation of a State EV Fund to finance incentives through taxes and fees on polluting vehicles.
  • Launch of skill development programs to build a 500-strong skilled EV workforce during the policy period.

The draft policy also envisions Odisha as a hub for EV manufacturing, startups, and green jobs, while positioning the state to achieve 70% electric and alternate fuel vehicle sales by 2036 and 80% by 2047 under the state’s long-term vision plans.

The government has invited feedback from stakeholders and the public within 30 days of its publication in the Odisha Gazette.
