Cuttack: The Orissa High Court on Thursday clarified that there is no restriction on holding the historic Bali Yatra festival at Killa Maidan (Upper Bali Yatra Ground). The clarification came in response to a compliance affidavit filed by Cuttack District Magistrate Dattatraya Bhausaheb Shinde, seeking permission to conduct the festival at the traditional site.

Referring to its earlier order dated October 30, 2024, the High Court noted that it had not, at any point, prohibited the observance of Bali Yatra at the Upper Bali Yatra Ground. The Court stated that the district administration is free to organise the festival either at the Upper Bali Yatra Ground or at the riverbed (Lower Bali Yatra Ground), based on logistical feasibility.
In the affidavit, the District Magistrate highlighted that travel between the Upper and Lower Bali Yatra grounds poses certain challenges.
The High Court also issued directives to the administration concerning environmental and logistical arrangements. Emphasis was placed on controlling noise pollution, ensuring the availability of drinking water for vendors, proper allocation of space for makeshift stalls, and maintaining public safety and hygiene.
“For vendors and consignment sellers participating in the fair, the administration must ensure designated spaces, adequate facilities, and a pollution-free environment,” said advocate Bibhuti Bhusan Choudhury.
Bali Yatra, one of eastern India’s largest open-air fairs, commemorates the ancient maritime glory of Odisha and draws lakhs of visitors every year.
