Paper Document Of Vehicle Registration, DL Made Optional

Bhubaneswar: Regional Transport Office (RTO), Bhubaneswar has issued a notification that paper document along with smart cards of vehicle registration and Driving Licence are optional.

Those interested in a paper document have to give consent in writing and deposit requisite fees for the same, the notification issued on Sunday said.

Besides, for the benefit of the general public paper document has  been done away with for Learner's Licence, Fitness Certificate and Contract & Stage Permit, the notification further said.

Moreover, persons who have applied for Learner's Licence, Contract & Stage Permit, and Fitness Certificate without coming to the RTO office can download and print the same by visiting


With the State government extending the window period till February 29, 2020 for the public to ensure motor vehicle users to obtain required documents and ensure full compliance with the provisions of the amended MV Act, the rush a the RTO offices have eased.

Though the queues were long there was no commotion and the crowd has thinned.

Most in the queues have welcomed and thanked the State government for its decision to extend the window period and were against giving further extension of the relaxation period.
