Bhubaneswar: Farmers who are eligible to receive a rebate under the Pradhan Mantri Krishi Sinchayee Yojana: Per Drop More Crop (PMKSY-PDMC) scheme will now receive it through Direct Benefit Transfer (DBT) via a web-based registration process by the Department of Agriculture and Farmers’ Empowerment of Odisha, in accordance with the scheme’s management guidelines.
Under the scheme, the amount of rebate for the installation of minor irrigation equipment will be directly transferred to the Aadhaar-linked bank account of the beneficiary farmers as part of the annual work plan for the year 2023-24.
The Directorate of Horticulture, Government of Odisha, has issued guidelines on the process of obtaining a rebate through DBT for the beneficiary farmers. All manufacturers of minor irrigation equipment have been informed of the state government’s decision in this regard.
According to the guidelines, to receive financial assistance for the installation of irrigation equipment under PMKSY-PDMC, beneficiary farmers must register on the Go-SUGAM portal and provide all necessary information and documents.
After registration, beneficiary farmers will select the equipment manufacturer of their choice from among the options indicated in the portal. After the approval of the equipment manufacturer, the Assistant Horticulture Officer/Assistant Agricultural Engineer will visit the beneficiary’s field and submit the project feasibility report along with the inspection report to the Deputy Director of Horticulture or Assistant Director of Horticulture of the concerned district.
Subsequently, the Deputy Director of Horticulture/Assistant Director of Horticulture will issue instructions to the manufacturer to implement the project. After the installation of the project, the equipment manufacturer shall upload a bill/invoice and completion report on the portal and inform the concerned block Assistant Horticultural Officer or Assistant Agricultural Engineer for further inspection and inform the beneficiaries.
The Assistant Horticulture Officer or Assistant Agriculture Engineer will upload the financial process and send it to the Deputy Director of Horticulture or Assistant Director for disbursement of the rebate amount to the beneficiary farmers. The Deputy Director of Horticulture will pay the rebate amount directly to the beneficiary farmers’ Aadhaar-linked bank account by sanctioning the bill after verification of the financial process and field visit if necessary.
