Rs 2,036 Crore Annual Outlay For Cooperation Dept In Budget 2023-24

Bhubaneswar: Cooperatives have played a vital role in the path of progress of the state for more than 100 years. The Cooperative societies through their various developmental programmes have contributed to the socio-economic development of the state.

For achieving this objective, an amount of more than Rs 2,036 crore has been proposed in the Annual Budget, 2023-24. Out of this, Rs 148 crore is proposed under Establishment, Operation and maintenance Expenditure (EOM) and Rs1,888 crore is proposed under Programme Expenditure.

Scheme-wise budget provision for the year 2023-24

Pradhan Mantri Fasal Bima Yojana

 The scheme is meant to cover the risks of the farmers arising out of natural calamities/vagaries of nature and helps to stabilize their income. A sum of Rs.60000.00 lakh has been proposed under the scheme in B.E,2023-24.

IT-infrastructure, Computerisation & e-Governance

 The scheme is meant for the development of a computerised system for five directorates and different field offices functioning under the directorates. The funds under this scheme is also meant for the integration of the directorates with the Department.

 A sum of Rs.500.00 lakh has been proposed under the scheme in B.E, 2023-24.

Financial Assistance for restructuring of MARKFED

 The Scheme is providing financial assistance to MARKFEDfor “Repairing of approach road to godown & Construction of boundary wall”, Construction of proposed godowns by MARKFED under WDRA norms,

 A sum of Rs.1830.00 lakh has been proposed under the scheme in B.E,2023-24.

Assistance to Co-operative Sugar Mills

 The scheme is meant to provide assistance to Cooperative Sugar Industries.

 A sum of Rs.1730.00 lakh has been proposed under the scheme in B.E,2023-24for modernization of the Sugar Plant, Distillery Unit, Boiling Unit and installation of a rooftop Solar plant.

Interest Subsidy/Subvention for providing Crop Loan to farmers

 To ease off the interest burden of crop loans on farmers, the State Government has been implementing the scheme of “Interest Subsidy/Subvention to Cooperative Banks, PACS, RRBs, and Commercial Banks” for providing Crop Loan to farmers at a directed rate of interest.

Further The State Govt. has been pleased to declare crop loan up to Rs. 1.00 lakh (at 0% interest rate) to cover more no.s of small & marginal farmers from “Khariff,2022” w.e.f 01.04.2022 and above Rs.1.00 lakh to Rs.3.00 lakh crop loan is available @ 2% for prompt paying farmers.

 A sum of Rs.78561.50 lakh has been proposed under the scheme” Interest Subsidy/Subvention to the Cooperative Banks/PACS for providing Crop loan to farmers” in B.E,2023-24.

 A sum of Rs.4000.00 lakh has been proposed under the scheme” Interest Subsidy/Subvention to the commercial Banks/RRBs for providing Crop loan to farmers” in B.E,2023-24.

 A sum of Rs.1000.00 lakh has been proposed under the scheme” Interest Subvention on Agricultural Term Loans provided by Cooperative Banks and commercial Banks” in B.E,2023-24.

Financial Support to Co-operative Institutions for infrastructure Development

 The Scheme aims at development of infrastructure facilities of Cooperative Institutions.

 Co-operation Department is planning to develop PACS/ LAMPCS as Multi Service Centres by diversifying their business activities to serve the socio-economic needs of rural people. To achieve this development of infrastructure facility is a prerequisite

 A sum of Rs.3000.00 lakh has been proposed under the scheme in B.E, 2023-24.

Share Capital Investment in Co-operative Credit Institutions

 The objective of the scheme is to provide share capital assistance to short-term cooperative credit institutions (OSCB, CCB and PACS) to strengthen their equity base, to maintain CRAR level above 9% which will enable them to get refinance credit from NABARD for providing agricultural credit to farmers.

 A sum of Rs.15000.00 lakh has been proposed under the scheme in B.E, 2023-24.

Computerization of PACS/UCBs/OSCB/CCBs

 It has been decided to complete computerisation to all PACS/LAPMCs by March 2023.

 A sum of Rs.1004.07 lakh has been proposed under the scheme in B.E, 2023-24.

Development of Warehousing Facility

 Godown is an important infrastructure in Agricultural Marketing Sector. Cooperation Department is ensuring the storage (Godown) availability in all Gram Panchayats through PACS, MARKFED, Regulated Market Committees & State Ware Housing Corporation (OSWC) under different financial assistance to extend required storage services to particular farm families.

 A sum of Rs.1800.00 lakh and Rs.4000.00 lakh are proposed under the schemes “Warehousing Infrastructure Fund (WIF)” and “RIDF” respectively for B.E, 2023-24 to strengthen the warehousing facility across the state.

Strengthening & Development of Agricultural Marketing Infrastructure

 Providing need-based infrastructure is important for the smooth marketing of agricultural produces which in turn enable farmers to have a better price realization for their produces.

 The scheme aims at development of basic infrastructure facilities at the (Regulated Market Committees) RMCs, development of pack house, development of improved storage facilities.

 A sum of Rs.4000.00 lakh has been proposed under the scheme for B.E, 2023-24.
