Bhubaneswar: The Odisha government has rolled out the Samruddha Sahar initiative, a flagship urban-industrial development plan that aims to transform leading cities into growth engines and position the state as a competitive economic hub.
At the core of the initiative is the creation of the Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) — envisioned as a vibrant urban-industrial corridor integrating administration, culture, commerce, and port-driven trade. The programme also proposes expansion into other corridors, including Sambalpur–Jharsuguda–Bargarh, Koraput–Sunabeda–Jeypore, and Keonjhar–Joda–Barbil.
Complementing this, the government’s Quad City programme seeks to cluster four major cities in each zone to strengthen economic activity and boost Odisha’s GDP. The first cluster will connect Bhubaneswar, Puri, Cuttack, and Paradip, while other zones will link cities across western, southern, and northern Odisha.
Additionally, eight cities around key industrial hubs — Angul, Balangir, Bhadrak, Vyasnagar, Keonjhar, Baripada, Rayagada, and Rourkela — will be developed as model cities to support balanced regional growth.
“Odisha’s Samruddha Sahar and Quad City initiatives are not just about urban expansion but about creating stronger economic linkages, industrial opportunities, and inclusive growth. These programmes will provide the framework for balanced development while enhancing Odisha’s role in the national and global economy,” said Usha Padhee, Principal Secretary, Housing & Urban Development Department.
Both initiatives are being advanced in coordination with the State Policy Commission and an internal government committee to ensure strategic planning and phased implementation.
By weaving together interconnected economic corridors and sustainable urban growth models, Odisha is preparing its cities to emerge as future-ready hubs of trade, innovation, and prosperity.
