Bhubaneswar: The State Cabinet on Thursday approved the restructuring of Odisha Nursing Service Cadre and further amendment of Odisha Nursing Service (Method of Recruitment and Conditions of Service) Rules, 2019. The amendment would cost the State exchequer an additional expenditure of Rs 245 crore per annum approximately.
- In view of the mandate under Indian Nursing Council (INC) norms and the revised Indian Public Health Standard (IPHS) guidelines published in the year 2022 by the Ministry of Health & Family Welfare, Government of India, the State is committed to make all public health care facilities in the State IPHS compliant, for providing better health care service to the people of the State.
- Accordingly, the proposal for re-structuring of cadre of Nursing Officer has been approved in following manner with due concurrence of GA & PG Department and Finance Department in order to meet the Indian Public Health Standard (IPHS) and Indian Nursing Council norms, to provide better health care service at the grass root level and to provide for a healthy structure for rational, periodic advancement in career of Nursing Officers.
- Out of 28285 base level posts of Nursing officers in abolition of 11943 posts, 7997 new posts of Senior Nursing Officers have been created and proportionate number of promotional posts are enhanced arriving the total strength of 28684.
- In rule 9(xi) one of the eligibility criteria for direct recruitment is that one have possessed valid Registration or Renewal Certificates as on the date of submission of application form.
- The gradation lists of Nursing Officers/ Senior Nursing Officers / Assistant Nursing Superintendents and Deputy Nursing Superintendents shall be prepared at the level of Director, Nursing and the gradation lists of Nursing Superintendents, Deputy Director, Nursing and Joint Director, Nursing shall be prepared at the level of Administrative Department.
- The minimum residential periods in feeder posts are reduced for consideration of promotion to the higher post.
- An additional expenditure of 245 Crores approximately shall be required per year.
