**Bhubaneswar: ** It is not only Unnao in Uttar Pradesh, Kathua in Jammu and Kashmir , Gumla in Jharkhand, Patna in Bihar and Surat in Gujarat, the monstrous rapists of minor girls are also on prowl in Odisha following which the ongoing Budget Session of Odisha Assembly witnessed uproarious scene by opposition Congress and BJP demanding the Chief Minister’s statement. Amid the pandemonium right at the Question Hour, Speaker Pradip Kumar Amat had to adjourn the House till 3 pm as the normal proceedings got adversely stalled.
Even when the House re-assembled at 3 pm, the same pandemonium by opposition Congress and BJP MLAs persisted following which the Speaker had to re-adjourn the House proceedings till 4 pm. The Speaker also simultaneously convened an all party meeting in his chamber to resolve the stalemate and make the House run smoothly.
When the whole nation is on its toes condemning the rapes of minor girls in J&K and UP, two minor girls of Odisha have also allegedly been raped in Nilagiri and Soro of Balasore district on Sunday following which Leader of Opposition moved a Special Attention Motion for discussion cancelling the Question Hour and also demanded the Chief Minister’s statement on it.
As the Speaker allegedly did not pay attention to it, agitated Congress and BJP legislators rushed to the well of the House and created ruckus before the podium of the Speaker.
In his media reactions later, Leader of Opposition Narasingha Mishra burst, “The contagious disease of rape in Jammu & Kashmir and Uttar Pradesh has also spread over to Odisha. As per media reports, two minor girls have also fallen prey to the heinous crime of rape in Soro and Nilagiri. But, hon’ble Chief Minister and his Odisha Government have turned mute spectators. Such incidents have repeatedly been raised in the House, but to no avail.”
“Today I had given in writing to the Speaker well in advance before the proceedings started. I had urged for taking up the issue for discussion cancelling the Question Hour as it is a very sensitive matter. Unfortunate that the Speaker even did not pay heed to me nor gave any ruling on my written notice. It’s his prerogative whether to accept or reject our request. But, lending a blind eye to the Opposition is anti-Constitutional as well as anti-democratic attitude,” the Leader of Opposition lambasted.
BJP MLA Rabi Narayan Naik reacted, “BJD Government is giving slogan of ‘Maa ku samman’ (honour to mother), but such rape cases raise serious concerns. Hence, we the opposition had demanded special discussion on the shocking rape cases of two minor girls in Soro and Nilagiri in Balasore district. We had demanded to take up the discussion by cancelling the Question Hour today. But, this Government is least interested in holding discussion on such a sensitive issue. The State Government has utterly failed in its ‘Maa ku samman’ pledge.”
On the contrary, Government Chief Whip Amar Prasad Satpathy commented, “There is no bar for discussion on the issue in the House. The State Government has also no different stand on it. Action will definitely be taken against the guilty. But, it will be taken up for discussion in a proper manner. The Leader of Opposition has demanded for suspension of the House under 130C of the Rules. It can be taken up in an other forum.”
