Bhubaneswar: The Odisha Cabinet on Thursday approved the proposal for further amendment of Odisha Multipurpose Health Worker (Male) Service (Method of Recruitment and Conditions of Service) Rules, 2019.
- In view of the mandate under the Indian Public Health Standard (IPHS), 2022 norms and corresponding increase in number of public health facilities in the State, increase in patient load at Government healthcare facilities, and with the objective of providing better healthcare services to the public at the grass roots level, the Multipurpose Health Worker (Male) (MPHW(M)) cadre has been restructured in public interest , with due concurrence of Finance Department, vide Resolution No.29101 dated 24.11.2023.
- Accordingly, the proposal for creation of additional posts and re-structuring of Multipurpose Health Worker (Male) Service cadre has been approved in the following manner with due concurrence of Finance Department, in order to meet the Indian Public Health Standard (IPHS) norms, a.)MPHW(M) Level-II with Cadre Strength-6688, Group C, District. Cadre Post. b.) MPHW(M) Level-I with Cadre Strength-3267, Group B, District. Cadre Post. c.)MPHW(M) Level-II with Cadre Strength-1990, Group B, State Cadre Post d.)MPHS(M) Level-I with Cadre Strength-395, Group B, State Cadre Post e.)Assistant Director with Cadre Strength-01, Group A, State Cadre Post.
Hence, the existing cadre strength of 6,538 has now increased to 12,341.
- The Odisha Multipurpose Health Worker (Male) Service (Method of Recruitment and Conditions of Service) Amendment Rules, 2024 contains the provisions and procedures for facilitating promotion to the different posts in the restructured cadre hierarchy from the district level to the State Headquarter.
- Clause (g) under Rule 9 of the MPHW(M) cadre rules, 2019, regarding registration of the candidate in any employment exchange of the district as one of the eligibility criteria for direct recruitment to the base level post of MPHW(M) cadre, has been deleted now in the Amendment Rules,2024. And in its place, as per instructions of SS&EPD Department, Government of Odisha, vide their letter no. 2261/SSEPD dated 18.03.2023, the provision for allowing transgender to apply for recruitment to MPHW (M) Level-II posts, has been inserted.
- Further, Rule-9(f) of the Odisha Multipurpose Health Worker (Male) Service (Method of Recruitment and Conditions of Service) Rules, 2019 is amended to the extent that a candidate must have registered his name in Odisha Pharmacy Council and must have possessed valid Registration Certificate as on the date of submission of his application against the advertisement for recruitment
- The minimum residency period for promotion to different posts in the cadre hierarchy has been reduced in the Amendment Rules,2024.
- Such restructuring would also pave the way for a rational, periodic advancement of career of MPHW (M)s.
- Provision has been made for preparation of gradation list at district level by the Chief District Medical and Public Health Officer (CDM&PHO) of the concerned district for promotion to the post of MPHW(M) Level-I. Similarly, the Director, Public Health, Odisha, would prepare combined gradation lists of MPHW(M) Level-I & above corresponding feeder grade posts of all medical institutions of the State for the purpose of consideration of promotion to the posts of MPHS(M) Level-II and subsequent promotional posts in the cadre.
- The annual financial implication to implement the Rule is estimated to be Rs. 214,65,03,240 approximately.
