Bhubaneswar/New Delhi: Odisha Chief Minister Mohan Charan Majhi on Saturday outlined an ambitious growth vision for the state at the NITI Aayog Governing Council meeting in New Delhi, declaring that Odisha aims to become a $1.5 trillion economy by 2047.
Addressing the meeting chaired by Prime Minister Narendra Modi, Majhi asserted that Odisha is poised to be a driving force in India’s economic development over the next quarter century.
The Chief Minister stated that Odisha had recorded a 7.2 percent growth rate in 2024–25, surpassing the national average of 6.5 percent.
He attributed this performance to the Centre-state synergy under the ‘double engine’ governance model and expressed gratitude to the Prime Minister, who has visited the state five times in the last 11 months—reflecting his commitment to Odisha’s development.
He further announced that the state will unveil its Vision 2036 and Vision 2047 document on June 12, the first anniversary of his government. This comprehensive and inclusive roadmap, crafted through citizen participation and AI-based analysis of over 3.2 lakh public suggestions, sets out the long-term economic and social goals for the state. The Vision aims to elevate Odisha to a $500 billion economy by 2036, coinciding with the state’s centenary, and to a $1.5 trillion economy by the time India celebrates 100 years of independence in 2047.
Majhi said the government has already begun work on boosting agricultural productivity by ensuring irrigation for all cultivable land, and is placing strategic emphasis on rapid urbanisation. Odisha currently has an urbanisation rate of 17 percent, and the goal is to raise this to 40 percent by 2036 and 60 percent by 2047. A metropolitan region of 7,000 square kilometres is planned around Bhubaneswar, Khurda, Jatni, Cuttack, Paradip, and Puri, with similar integrated development plans for other growth centres.
He reiterated the state’s focus on improving infrastructure with strong support from the Centre. This includes recent approvals for ₹73,000 crore in railway projects and ₹4,600 crore in National Highways, with an additional ₹17,500 crore worth of proposals in the pipeline. Odisha also plans to harness its extensive coastline by developing port-based special economic zones that integrate with global value chains to drive industrial expansion and employment.
Majhi said Odisha is actively attracting investment in textiles, garments, food processing, and emerging industries. The state’s globally recognised skilling ecosystem under the ‘Skilled in Odisha’ initiative is contributing to the development of a future-ready workforce, especially for ITeS and global capability centres.
On the social development front, Majhi highlighted schemes such as ‘Subhadra’, which targets women between the ages of 18 and 59, and noted increased allocations for education and health as part of the state’s strategy to empower future generations. He said the goal is to ensure that Odisha’s people are healthy, educated, and skilled, contributing meaningfully to the state’s transformation.
Highlighting some key achievements over the past 11 months, the Chief Minister mentioned the declaration of Hirakud in western Odisha as a Special Tourism Zone. He also unveiled plans to develop the Buddhist tourism circuit and implement an integrated master plan for iconic tourist destinations in a phased manner.
Majhi concluded by saying that Odisha’s future lies in becoming a prosperous, proud, and self-reliant state—‘Samruddha Odisha’—that stands out within a ‘Viksit Bharat’, driven by inclusive development, infrastructure expansion, global connectivity, and citizen empowerment.
