DGP Khurania Emphasises Justice-Centric Approach At Workshop On New Criminal Law

Bhubaneswar: A workshop on “New Criminal Law” was organized by the Biju Patnaik State Police Academy for senior police officers at the Police Bhawan in Bhubaneswar. The workshop was inaugurated by State Director General of Police, Yogesh Bahadur Khurania, who highlighted the basic elements of the three new laws: Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA).

 Former Special Director of the Central Bureau of Investigation (CBI) Dharam Chand Jain and Director of Prosecution, CBI, Padmini Singh, participated as Resource Persons, discussing various aspects of the new laws in detail. The DGP expressed hope that senior police officers would play a major role in implementing the amended laws and ensuring their proper use at the grassroots level.

The DGP emphasised the need for police officers to work with determination to uphold the rule of law and protect the rights and dignity of every citizen. He stated that the new laws should be justice-centric rather than punishment-centric and expressed hope that they would bring about a major change in the democratic, constitutional, and socio-cultural values of modern India.

The workshop covered key aspects of the new laws, including the broad definition of heinous crimes like terrorism, organised murder, and organised crime, as well as the promotion of digital tools like electronic summons, e-FIR, video recording of statements, and digital forensics.

The DGP advised police officers to understand the spirit of the law and use it effectively in their work, ensuring justice to victims and leveraging technology to strengthen investigations. The workshop was attended by senior police officers from Bhubaneswar and Cuttack, while Superintendents of Police from all districts, Commandants of all battalions, and Police Officers from all police ranges participated through video conference.
