Unfit Vehicles To Go Off-Road As STA Tightens Noose Around Unfit Vehicles

Bhubaneswar: The Transport Commissioner-cum-Chairman of the State Transport Authority has issued a circular emphasising strict enforcement of statutory provisions related to suspension and cancellation of driving licenses, certificates of fitness, and registration certificates under the Motor Vehicles Act, 1988 and the Central Motor Vehicles Rules, 1989.

The STA, in its circular, has outlined the procedures for cancelling driving licences, fitness certificates, and registration certificates.

According to the circular, authorities must record the reasons for cancelling a driving licence and maintain a record of the same. The licence holder will be informed about the cancellation, and the information will be updated in the SARATHI and VAHAN portals.

The circular also states that if a vehicle does not have a valid fitness certificate, it is not eligible for registration. Motor Vehicle Inspectors are required to cancel the fitness certificate if a vehicle is found to be unfit or damaged in an accident.

“If a transport vehicle is found plying in an unfit condition, the Motor Vehicle Inspector (MVI) shall cancel the Fitness Certificate immediately. If the vehicle is damaged or unfit, the Fitness Certificate must be cancelled at the time of accident investigation, “ read the circular.

The STA has also issued a directive to cancel the fitness certificates of vehicles involved in accidents immediately if they are found to be unfit. The information will be updated in the portal.

The directive also states that the registration certificate (RC) of a vehicle will be cancelled if it is completely damaged or rendered unfit for use, or if it poses a danger to the public.

The STA has issued guidelines for inspecting vehicles and cancelling documents. The guidelines are aimed at ensuring uniformity and transparency in the enforcement of traffic rules and regulations.

According to the guidelines, Motor Vehicle Inspectors are required to inspect the vehicle and prepare a record of defects. They must also issue a notice to the vehicle owner, providing reasons for cancelling documents such as RC, DL, or fitness certificate.

The Transport Commissioner has directed all Regional Transport Officers, Assistant Regional Transport Officers, and Motor Vehicle Inspectors to strictly follow the guidelines and ensure uniform enforcement of traffic rules across the state.
