Bhubaneswar: The Odisha government has taken a significant step towards strengthening urban governance by issuing Final Notifications for the constitution of multiple new Notified Area Councils (NACs) across the state, along with draft notifications for constitution of new Municipalities, according to official documents issued on December 20, 2025
As per the notification, it has been finalised for constitution of 24 new NACs in 14 districts, reflecting the state’s push to extend urban civic administration to fast-growing semi-urban regions.
New NACs will be constituted in Pallahara in Angul district; Simulia in Balasore district; Sohela in Bargarh district; Tihidi, and Dhusuri in Bhadrak district; Salipur, Narsinghpur and Badamba in Cuttack district; Gondia in Dhenkanal district; Jagannathprasad and Patrapur in Ganjam district; Narla and Jayapatna in Kalahandi district; Tangi in Khordha district; Borigumma in Koraput district; Betnoti, Bangriposi, Chitrada, Kaptipada and Rasgobindpur in Mayurbhanj district; Bissamcuttack in Rayagada district; Bamra and Rengali in Sambalpur district; and Birmaharajpur in Subarnapur district.
Similarly, Draft Notification for constitution of new Municipalities in Boudhgarh in Boudh district; Bhanjanagar, Kabisuryanagar and Polasara in Ganjam district; and Karanjia in Mayurbhanj district .
Official sources said the move aligns with the state government’s broader objective of planned urbanisation, decentralised governance, and improved delivery of urban amenities in emerging growth centres. The creation of new NACs and municipal upgrades is expected to bring enhanced access to government schemes, structured development planning, and better civic infrastructure in these areas.
