Bhubaneswar: The state had a budget estimate of Rs 21,808.96 crore under Centrally Sponsored Schemes (CSS) in 2021-22, out of which it received Rs 11,819.86 crore. In 2022-23, the budget estimate was Rs 20,399.49 crore, with Rs 11,741.21 crore received. The budget estimate for 2023-24 was Rs 20,663.32 crore, with Rs15,685.09 crore received, informed Chief Minister Mohan Charan Majhi in the Odisha Assembly today.
According to CM, the estimate was Rs 25,564.39 crore, with Rs 11,384.60 crore received. As of December 2025, the estimate for 2025-26 is Rs 29,101.44 crore, with Rs 6,005.92 crore received.
The CM’s reply came in response to a query from MLA Ramesh Chandra Behera, who sought details on the budget estimates and actual receipts of funds from the central government for various schemes from 2021-22 to 2025-26.
Under Finance Commission Grants, Odisha had a budget estimate of Rs 5,357 crore in 2021-22, receiving Rs 4,556.77 crore. In 2022-23, the estimate was Rs 4,732.17 crore, receiving Rs 4,220.80 crore. The estimate for 2023-24 was Rs 6,250.84 crore, receiving Rs 4,867.22 crore. For 2024-25, the estimate was Rs 7,011.94 crore, receiving Rs 5,450.06 crore. As of December 2025, the estimate for 2025-26 is Rs 6,611.27 crore, receiving Rs 3,373.61 crore.
Under transfers from the central government, Odisha had a budget estimate of Rs 10,797.36 crore in 2021-22, receiving Rs 3,533.29 crore. In 2022-23, the estimate was Rs 7,656.98 crore, receiving Rs 2,237.59 crore. The estimate for 2023-24 was Rs 5,834.66 crore, receiving Rs 459.19 crore. For 2024-25, the estimate was Rs 5,191.91 crore, receiving Rs 1,120.85 crore. As of December 2025, the estimate for 2025-26 is Rs 5,879.03 crore, receiving Rs 445.21 crore.
