Bhubaneswar: In a major relief to thousands of families, the Odisha Cabinet on Saturday decided not to charge consent fee from the transferee or legal heirs of the transferee in respect of leasehold land where permission for transfer was granted between 11 March,1970 to 30, April,1998 with due government approval and execution of a registered tripartite transfer deed.
The decision brings closure to long-pending issues related to old leasehold properties, particularly in urban areas, where consent fees were earlier demanded during mutation or ownership transfer.
The Cabinet also directed that in all cases where consent fee was already realised at the revised rate based on the prevailing Benchmark Value (BMV) for transfers made through registered tripartite deeds during the said period, the amount shall be refunded by following the due financial procedure.
This retrospective relief applies to transfers that were duly permitted by the government and executed through proper legal documents decades ago. Officials said the move will ease the burden on genuine buyers and their heirs who had been facing demands for additional payments years after the original transactions.
