Bhubaneswar: The State Cabinet today approved the regularization of services of Satyashri Mohapatra, Assistant Executive Engineer (Mechanical) (Work Charged) in the Odisha Engineering Service (OES) cadre, in compliance with an order of the Supreme Court of India.
The decision was taken after the State’s SLP(C) No. 3757 of 2026 challenging the High Court judgment dated 24.07.2025 was dismissed by the Apex Court on 02.04.2026. The Supreme Court upheld the High Court judgment passed in WA No. 489 of 2025 – State Vs Satyashri Mohapatra and the judgment dated 28.10.2024 in W.P.(C) No. 14996 of 2024.
Following the court order, and after taking views from the Law Department, General Administration and Public Grievances Department, Finance Department, and with the concurrence of the Odisha Public Service Commission, the Government has taken a policy decision for one-time regularization.
As per the Cabinet decision, Mohapatra will be regularized in the OES cadre by granting one-time relaxation of the Odisha Engineering Service (Methods of Recruitment & Conditions of Service) Rules, 2012, read with the Odisha Engineering Service (Methods of Recruitment and Conditions of Service) Amendment Rules, 2023 and Orissa Service of Engineers Rules, 1941.Officials said the move is in compliance with the directives of the Supreme Court and the High Court.
