Bhubaneswar: The Odisha government is planning to implement the National Generic Document Registration System (NGDRS) to streamline land and property registration, enhance transparency and improve service delivery, officials said.
The proposed initiative was discussed at a high-level meeting held at Lok Seva Bhawan on Monday under the chairmanship of Revenue and Disaster Management Minister Suresh Pujari. Representatives of the Software Development Unit (SDU) of the National Informatics Centre (NIC), Pune, participated in the meeting to deliberate on the implementation and modernisation of the system in the state.
Pujari emphasised the need to make the registration system more transparent, robust and technology-driven. He stressed the importance of leveraging digital technology to strengthen the registration process and ensure efficient, accountable and citizen-centric services.
The discussions focused on simplifying registration procedures, improving the quality of services, enhancing the operational efficiency of registration offices and ensuring greater transparency and accountability in administrative processes.
NGDRS is a national initiative of the Department of Land Resources (DoLR) under the Ministry of Rural Development, Government of India. Based on the concept of “One Nation, One Registration”, the system provides a digital platform that can be customised to meet the specific requirements, rules and regulations of individual states.
The platform offers a range of online services, including document preparation, property valuation, calculation of stamp duty and registration fees, online payment of applicable charges, appointment scheduling and application status tracking.
These facilities are expected to reduce the need for repeated visits to registration offices, minimise procedural errors and help avoid unnecessary delays in the registration process.
The meeting also discussed integrating various functions of Sub-Registrar Offices into a unified digital framework. These include application scrutiny, identity verification, biometric authentication, digital approval of documents, record preservation and post-registration services.
The use of digital dashboards was also considered to enable senior officials to monitor registration progress, pending cases and the performance of individual offices more effectively.
Officials also deliberated on further technological upgrades, including advanced software architecture, data analytics, Artificial Intelligence (AI), Geographic Information System (GIS) technology and integration with land records.
The proposed features are expected to be introduced in phases, depending on the state’s requirements, policy decisions and technological preparedness.
The meeting also discussed the possibility of launching the system in selected registration offices in the first phase before gradually extending it across the state.
The minister emphasised the need to study successful implementations of NGDRS in other states to identify best practices and ensure its effective adoption in Odisha.
The state government is committed to leveraging technology to provide accessible, transparent and timely registration services while improving administrative efficiency and accountability, officials said.
The meeting was attended by Additional Chief Secretary of the Revenue and Disaster Management Department Dr Arabinda Kumar Padhee, Inspector General of Registration P. Anwesha Reddy, NIC Pune Deputy Director General Rajesh Bhusari and other senior officials of the department.
