Bhubaneswar: As many as 3,453 Micro, Small and Medium Enterprises (MSMEs) registered on the Udyam Registration Portal and Udyam Assist Platform (UAP) were closed or shut down in Odisha during the last five financial years, Union Minister of State for Micro, Small and Medium Enterprises Sushri Shobha Karandlaje informed the Rajya Sabha on Monday.
The Union Minister also stated that a total of 24.68 lakh MSMEs were registered on the Udyam Registration Portal and Udyam Assist Platform (UAP) in Odisha during the same period.
In a written reply to a question by BJD Rajya Sabha MP Sasmit Patra, Karandlaje said that the Udyam Registration Portal, launched on July 1, 2020, has facilitated the registration of a large number of enterprises across the state between 2021-22 and 2025-26.
District-wise data revealed that Khordha recorded the highest number of MSME closures in Odisha, with 601 units shutting down during the five-year period, followed by Cuttack with 293 closures and Ganjam with 236 closures. Baleshwar reported 212 closures, while Sundargarh recorded 152 shutdowns.
Other districts that witnessed MSME closures included Bhadrak (151), Puri (147), Angul (117), Balangir (112), Bargarh (109), Jajpur (119), Kendrapara (101), Sambalpur (87), Jharsuguda (77), Dhenkanal (76), Nayagarh (73), Mayurbhanj (69), Koraput (52), Rayagada (44) and Kandhamal (44).
The number of MSME closures increased over the years, with 118 units shutting down in 2021-22, 212 in 2022-23, 431 in 2023-24, 875 in 2024-25 and 1,817 in 2025-26.
Meanwhile, Odisha witnessed a significant rise in MSME registrations, with 24.68 lakh enterprises registered on the Udyam Registration (UR) Portal and Udyam Assist Platform between 2021-22 and 2025-26.
Khordha emerged as the leading district in terms of MSME registrations, with around 2.56 lakh units, followed by Cuttack with about 2.19 lakh and Ganjam with nearly 2.15 lakh registrations. Baleshwar, Puri, Mayurbhanj, Jajpur and Sundargarh were among the other districts with a high number of registered MSMEs.
To strengthen the MSME sector, the Ministry of MSME extended 2.92 lakh credit guarantees amounting to Rs 34,156 crore to Micro and Small Enterprises (MSEs) in Odisha under the Credit Guarantee Scheme through the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) during the last five years.
Under the Prime Minister’s Employment Generation Programme (PMEGP), 16,056 micro enterprises were assisted in Odisha between 2021-22 and 2025-26, with a margin money subsidy of Rs 460.37 crore. The scheme generated an estimated 1,44,504 employment opportunities in the state.
The government has also implemented several measures to boost market access for MSMEs, including financial assistance under the Procurement and Marketing Support (PMS) scheme, participation in trade fairs, vendor development programmes, digital marketing initiatives and procurement support through the Government e-Marketplace (GeM).
Under the Public Procurement Policy for Micro and Small Enterprises, Central Ministries, Departments and Central Public Sector Enterprises are required to procure 25% of their annual requirements from MSEs, including reserved provisions for women and SC/ST entrepreneurs.
