Bhubaneswar: The Odisha Transport Department has issued a notification for e-Detection based enforcement against traffic violators for valid PUCC, Insurance and pending e-Challans.
As per the notification, possession of valid statutory documents including Pollution Under Control Certificate (PUCC) and Insurance, as applicable under Motor Vehicles Act, 1988 and Central Motor Vehicles Rules, 1989, is mandatory for motor vehicles plying on public roads.
In accordance with statutory provisions and Government orders, e-Detection system shall be used for electronic detection of vehicles plying without valid PUCC and Insurance. On detection of such violation through e-Detection system, e-Challan shall be generated as per MV Act, 1988, CMVR, 1989 and prescribed electronic enforcement procedure.
Vehicle owners have been advised to verify validity of their PUCC and Insurance and obtain/renew the same before plying vehicle on public roads.
It is further informed that under Rule 167 of CMVR, 1989, vehicles having challans remaining undisposed beyond statutory period are liable to be flagged as “Not to be Transacted” on prescribed portal. MoRTH, Government of India has also clarified that PUC testing is a transaction for purpose of Rule 167.
Accordingly, prescribed pending-challan / “Not to be Transacted” check shall operate in VAHAN-based PUC testing application. Vehicle owners having pending e-Challans are advised to dispose challan within prescribed period.
The department said above measures are being implemented as part of technology-enabled statutory enforcement for ensuring traffic discipline, environmental compliance, third-party protection and road safety.
Vehicle owners have been requested to verify their statutory document status and pending e-Challan status through authorised Government portals and ensure compliance. The enforcement through e-Detection system became operational September 1.
