BDA Conducts Public Hearing For Town Planning -8 Scheme

Bhubaneswar:  The Bhubaneswar Development Authority (BDA) convened a meeting today with landowners to discuss the draft Town Planning (TP) Scheme-8, covering the Andharua and Daspur areas on the outskirts of the city.

Landowners from these areas participated in the meeting and shared their suggestions for the planned development of this peri-urban region in a transparent manner.

Officials present in the meeting include BDA Vice Chairman Dr. N. Thirumala Naik, Deputy Commissioner (TP) Bhabataran Sahu, Land Officer Sipak Kumar Patra, Sub-Collector Manoranjan Sahu, BDO Devi Prasad Mohanty, Additional Tehsildar Siddhartha Gourab Parida, ATP Mansi Mahanty, and Andharua Sarpanch Smt. Swarnalata Baliarsingh.

Deputy Commissioner Sahu outlined the objectives of the TP Scheme and provided an overview of infrastructure projects and land possession activities completed under earlier TP Schemes 1, 2, 3, and 4, which encompass nine mouzas, including Sahajpur, Naragoda, Paikarapur, Nuagaon, Tamando, Bijipur, and Sijuput. He also highlighted the ongoing progress of the ring road passing through the area.

Sahu detailed the steps taken to prepare the draft plan following the declaration of intention for TP-8 on January 30, 2024, and discussed the necessary procedures for its successful implementation in accordance with the ODA Act of 1982. He noted that these TP schemes are periodically monitored by the state government, with financial support provided by both central and state governments for the planned development of the peri-urban area.

Dr. Naik assured them of the timely implementation of the scheme and encouraged them to utilize the TP Scheme Help Desk at the Kalinga Nagar TP Office for assistance. He also requested the Sub Collector of Bhubaneswar to resolve any pending revenue-related issues.

Under the TP Scheme, landowners will contribute 40% of their land for urban infrastructure development while retaining 60%. The lands included in the scheme will feature roads with width ranging from 9-18 meters, along with drainage, water supply, sewerage, and electricity connectivity. This arrangement is expected to significantly increase the value of the retained land while enhancing access to improved infrastructure.

According to the Comprehensive Development Plan (CDP) 2010, a 64.9 km ring road is proposed within the Bhubaneswar development area. To support this initiative, the BDA plans to implement 45 TP schemes across 58 revenue villages along the ring road, minimizing the need for land acquisition and promoting sustainable development in the peri-urban area.

The fundamental concept of the Town Planning Scheme involves pooling land from different ownerships within a specific area and redistributing it in an organized manner after reserving a portion for open spaces, social infrastructure, housing for economically weaker sections, and road networks.
