Bhubaneswar: Odisha Chief Minister Mohan Charan Majhi on Tuesday reviewed the functioning of the Finance Department and called for making the revenue collection system more efficient while further increasing capital and programme expenditure.
Reviewing the department’s activities at Lok Seva Bhawan, Majhi said efficient revenue collection was essential for the overall development of the state, while stressing the need to expand capital and programme spending to accelerate Odisha’s growth.
A detailed presentation on the state’s revenue receipts and expenditure was made during the meeting. According to the data presented, Central government grants account for 10 per cent of Odisha’s revenue receipts, while the state’s share in central taxes constitutes 31 per cent. Own tax revenue accounts for 31 per cent and own non-tax revenue for 28 per cent.
The state’s total revenue collection from various sources up to July of the current financial year stood at Rs 61,593 crore, registering a 7.3 per cent increase over the corresponding period of the previous financial year.
The state’s total own revenue during the period grew by 11.9 per cent compared to July last year. Own tax revenue increased by 9.3 per cent, while own non-tax revenue registered a growth of 14.8 per cent.
The state has also recorded higher programme and capital expenditure during the period. Programme expenditure up to July was 19.1 per cent higher than during the corresponding period of the previous financial year.
Capital expenditure has also witnessed a significant increase, with total capex expenditure reaching Rs 11,300 crore by the end of July 2026, against Rs 9,399 crore during the corresponding period last year, marking a 20.2 per cent rise.
Majhi said the state government was preparing several plans with the objective of building a prosperous Odisha by 2036, for which substantial investment in infrastructure would be required.
While noting that revenue collection as well as programme and capital expenditure had increased compared to the previous year, the Chief Minister called for further improvement. He directed the Finance Department to strengthen the revenue collection system and asked various departments to expedite implementation and spending to ensure higher utilisation under the capital expenditure head.
