Bhubaneswar: The Commissionerate Police has issued a set of guidelines for the New Year’s Eve celebration in Bhubaneswar on December 31.
According to a notification issued by the Bhubaneswar DCP, the sound output of loudspeakers and music systems must not exceed 65 dB, as per the Noise Pollution (Regulation & Control) Rules, 2000. To monitor compliance, a sound level meter must be installed, ensuring the decibel level does not cause annoyance or injury to neighbours, passers-by, or others.
Adequate entrances and exits must be provided in enclosed premises to prevent overcrowding, stampedes, or unnecessary congregation. Organizers must also ensure that no obscenity, vulgarity, or immoral content is displayed during the program. A sufficient number of trained volunteers will be engaged to manage the crowd and maintain discipline.
Necessary sanitary facilities, including temporary toilets and water tankers, should be arranged for attendees. Adequate fire safety measures, including fire extinguishers, sand buckets, and other necessary equipment, must be in place, with an NOC obtained from the Fire Department. The use of flash, focus, sharpie, beacon, or laser lights during the program is strictly prohibited.
To prevent short circuits or electrical accidents, all necessary precautions must be taken. CCTV cameras will be installed at entry/exit points and within the venue, with recordings of the entire event maintained. Separate parking areas will be designated for light vehicles and two-wheelers to avoid traffic congestion.
An ambulance with a medical team will be kept on standby for emergencies. Security personnel from registered agencies will be deployed to manage traffic and maintain order inside and outside the venue. Bouncers are not allowed; only registered private security can be used. Alcohol consumption and fireworks are strictly prohibited during the program.
Entry passes or tickets will be issued to visitors upon verifying their identity to ensure orderly participation. Additionally, the organizer must reserve five drivers to safely transport persons who are unable to drive to their respective houses in case of an emergency.
