Drug Deaddiction Centres Across State Reviewed

Bhubaneswar: Drug de-addiction scheme is an initiative of Govt. of Odisha implemented since 2016-17 & funds are being provided under state budget for screening, diagnosis, treatment, counselling & follow up. It is functional at 9 locations i.e. MHI, SCBMCH, Cuttack, MKCGMCH , Berhampur, VIMSAR Burla, DHH Angul, DHH Mayurbhanj, DHH Bolangir and DHH Puri, CH BBSR, RGH Rkl.

During the year 2020, & at the time of COVID-19 Pandemic there was increase in incidence by 20-30% in substance abuse in the community. State Govt. decided to integrate with DMHP unit to strengthen the efforts for case management, Follow up, counselling of addiction cases.

26 Outbound call centres & 30 Mobile Mental Health Units were functional to reach out to the persons with addictive disorders & mental illnesses by providing tele-counselling, door step psychosocial intervention as it was revealed by Survey (NIMHANS) that 40-60% of PwMI are addicted to Alcohol, drugs & other substances.

MoU was signed with AIIMS New Delhi and NIMHANS, Bengaluru in the year 2018 to train the MOs and DMHP staffs for early diagnosis, treatment and counselling of addiction cases .

Further Mobile mental health units with skilled mental health professionals such as Psychiatric Spl., Clinical Psychologist provided outreach services at the rehabilitation centres under SSEPD Deptt.

H&FW Deptt. issued a deployment order to the Psychiatric Spl. & Clinical Psychologist to visit the districts and conduct screening, treatment, follow up & counselling of prison inmates suffering from addiction disorder/substance use in different jails of the state.

Two Tele-MANAS cells (14416) are functional in the State for providing psychosocial intervention at MHI, SCBMCH, Cuttack & MKCGMCH, Berhampur. Total addiction cases being provided with treatment and counselling at:

o OPD – 4032
o IPD- 745
o Referral- 346
o Jail inmates with addiction disorders- 334 out of 12790 Mental illness
