Higher Education Dept Pulls Up Ravenshaw University Over Delay In Housing Compliance Report

Bhubaneswar: The Odisha Higher Education Department has directed Ravenshaw University to submit a detailed compliance report within seven days on the management of government residential quarters, unauthorized occupation, and recovery of government dues after the institution failed to respond to an earlier directive.

In a letter to the Registrar of Ravenshaw University, Director of Higher Education Kaliprasanna Mahapatra said the department had, on June 10, instructed the university to streamline the allotment and use of government quarters, identify and evict unauthorized occupants, review the collection of electricity, water and other charges, and furnish a compliance report.

However, the department noted that no such report has been received so far and has treated the delay seriously. It asked the university to submit the pending report within seven days. If the report had already been sent earlier, the university has been asked to provide a copy to the department.

The department has sought comprehensive information on the total number of government residential quarters, category-wise details of occupants, the status of electricity meter installations, collection of licence fees, and the recovery of electricity, water and other outstanding dues.

It has also sought details of arrears, measures initiated for their recovery, and data on quarters occupied by daily wage, contractual and outsourced employees.

Further, the university has been asked to provide information on the steps taken to prevent unauthorized occupation, install separate electricity meters for residential units, and establish a transparent system for billing and collection of utility charges.

Copies of the communication have also been forwarded to the Commissioner-cum-Secretary of the Higher Education Department and the Vice-Chancellor of Ravenshaw University for necessary action.
