Bhubaneswar: Members of Naba Nirman Krushak Sangathan scuffled with police while marching towards Naveen Niwas on Monday.
The members of the outfit were on their way to Naveen Niwas to dump paddy as a mark of protest. Several protestors were taken into custody.
