Nabarangpur: The Divisional Forest Officer, Nabarangpur has placed a Forester under suspension on charges of unauthorized felling of trees and financial irregularities.
As per Office Order, Bipin Kumar Harijan, Forester, Maidalpur Section, Dabugam Range (Ex-Forester, Mohara Section under Jharigam Range) has been placed under suspension with effect from 18.09.2026 afternoon.
According to the order issued by Divisional Forest Officer, Nabarangpur, Udayan Subuddhi (IFS), prima facie deviation in unauthorized felling of eucalyptus trees at Deobandha to Jamadarpada Road was found.
The action was taken pursuant to a report based on circumstantial evidence received vide memo no. 608 dated 31.08.2026 of FRO in-charge, Jharigaon in connection with illegal monetary transaction evidence against Harijan while he was in-charge Forester of Mohara Section under Jharigam Range.
A show cause notice was issued to him vide this office memo no. 5119 dated 01.08.2026. The reply submitted by Harijan was found not satisfactory, which proves serious irregularities. In exercise of powers conferred by clause (a) of Sub-rule (1) of Rule, 12 of the O.C.S.(C.C.A) Rules, 1962, he has been suspended pending framing of charges for departmental disciplinary proceedings.
During the period of suspension, his headquarters has been fixed at the Office of the Divisional Forest Officer, Nabarangpur Forest Division, Nabarangpur. He shall not leave the headquarters without obtaining permission from the competent authority and shall be entitled to subsistence allowance in accordance with Rule 90 of the Orissa Service Code.
