Bhubaneswar: Leader of Opposition and Biju Janata Dal (BJD) president Naveen Patnaik launched a scathing attack on the Odisha Budget for the financial year 2026-27, calling it a “full menu in an empty kitchen.”
Speaking after Chief Minister Mohan Charan Majhi presented the budget in the state Assembly, Patnaik said: “What can I say about this budget. It sounds to be like a full menu in an empty kitchen. That is what I feel about this budget.”
The sharp criticism suggests the budget announcement is heavy on promises and announcements but lacks substance or adequate funding for effective implementation. The state government unveiled a total outlay of Rs 3.10 lakh crore for 2026-27, marking an increase from the previous year’s budget. Key highlights include:A capital outlay of Rs 72,100 crore (around 23.3% of the total budget and 6.5% of GSDP), focusing on infrastructure development.
Programme expenditure pegged at Rs 1.80 lakh crore (over 58% of the total outlay).
Major allocations for agriculture (Rs 42,492 crore), public health (Rs 23,182 crore), rural development, women empowerment, irrigation, and tourism.
Introduction of 16 new initiatives, including the Jagannath Interpretation Centre in Puri (Rs 1,000 crore), Odisha AI Mission, smart farm markets, enhanced grain storage, and expanded pension benefits for over six lakh previously excluded eligible beneficiaries.
Emphasis on pillars such as People First, Rural Empowerment, Prosperity for All, Our Legacy Our Pride, Technology Leading the Way, and People-Centric Governance.
