Bhubaneswar: The Odisha Government has approved the draft plan of Town Planning (TP) Scheme-8, marking a significant milestone in Bhubaneswar’s structured and sustainable urban development. An official notification confirming the approval has been published in the Odisha Gazette.
The scheme, covering 560.86 acres across Andharua and Daspur mouzas, will be executed by the Bhubaneswar Development Authority (BDA). Under the model, landowners will contribute 40% of their land toward developing public infrastructure, while retaining 60% as developed TP area.
TP Scheme-8 envisions well-planned urban infrastructure including wide roads (ranging from 9 to 60 metres), modern drainage systems, water supply, sewerage, and electricity networks. The initiative aims to enhance connectivity, livability, and property values in the designated areas.
The project forms an integral part of the ‘Samrudha Sahara’ programme, which seeks to transform Odisha’s urban centres into vibrant, well-planned growth hubs through systematic land reconstitution and guided urban expansion.
Officials said the scheme aligns with the Comprehensive Development Plan (CDP) 2010, which proposes a 65-km ring road around Bhubaneswar to improve regional connectivity and support future growth.
BDA Vice-Chairman N. Thirumala Naik has directed officials to fast-track implementation of TP schemes across revenue villages along the proposed ring road. He also stressed the importance of ensuring high-quality infrastructure, transparency, and sustainability in all phases of execution.
